Example bracket for mounting an antenna or anemometer to a silo band

This was created in a few minutes by welding some scrap 1" square tubing, plate, and the u-bracket. 1.5" PVC pipe is hose clamped into the bracket. That could be an anemometer, wind vane, or tee.
